Sir Keir Starmer delivered a major speech on the plans for government reform, where he announces he will abolish the “arm’s-length body” NHS England, bringing management “back into democratic control”.
He says this plan will put the NHS “back at the heart of government, where it belongs” and “freeing it to focus on patients, less bureaucracy, with more money for nurses”.
How does this recent announcement of reforming NHS England impact the Personalised Care Institute (PCI) and the requirement for accredited health and wellbeing coach training with NHS England?

We understand that the recent restructuring announcement may raise questions about its impact on the PCI and the requirement for accredited health and wellbeing coach training.
The key focus of the restructure and changes is on reducing administrative layers, consolidating decision-making processes, and improving efficiencies within the NHS.
As far as we understand it, these changes primarily affect office-based staff, with an emphasis on streamlining roles to eliminate duplication. There is no indication that healthcare roles, including those related to PCI or the requirement for accredited health and wellbeing coach training, will be affected.
NHS services will continue to operate as usual over the next two years while the restructuring is completed. Back-office functions may even transition to sit within the Department of Health and Social Care (DHSC) rather than NHS England, and some roles may be transferred to DHSC under TUPE. However, the overall NHS strategy—including workforce development frameworks, training pathways, and workforce planning—will remain in place.
